In the Venezuelan fishing village of Congo Mirador, the residents are preparing for a parliamentary election. The plot focuses on two women on opposing sides of the political barricade. Little Yoaini watches the things that are happening around her. Rainfall floods the places she calls home, and her childhood and carefree life with them. The locals are trying to survive amid corruption, pollution, and political decay.
